Moldova eGovernance Agency Launches Banking Use of EVO Digital Identity Credentials Built to European Standards

September 16, 2026

Digital credentials from Moldova's integrated government app, EVO, are now accepted by four banks in the country: Moldindconbank, FinComBank, EuroCreditBank, and Victoriabank. This development allows clients to identify themselves using the EVO app, representing a significant step in expanding secure digital identity access across both public and private sectors in Moldova. The initiative aligns with Europe's emerging digital identity ecosystem and is developed in accordance with the European Digital Identity Wallet framework.

The integration enables users to employ their digital documents from the EVO app as reusable credentials for daily interactions with private-sector services. Identity verification occurs by scanning a QR code, allowing users to choose what information to share with the bank. This digital transfer of verified data eliminates the need for physical identity documents, streamlining the process and reducing manual data entry.

The eGovernance Agency initiated EVO integration for public and private organizations on April 1, 2026. Since then, the ecosystem has broadened beyond banking, with 30 entities at various connection stages, including one of Moldova's largest telecommunications operators and the National Bank of Moldova. At least 20 organizations are anticipated to achieve operational integration by the end of 2026.

Nicoleta Colomeeț, Director of the Moldova eGovernance Agency, emphasized the importance of real-life applications for digital credentials. "Digital credentials become valuable when people can actually use them in real-life scenarios, and we're aiming for ubiquity. Our next step is to expand this ecosystem across both the public and private sectors while ensuring compatibility with the digital identity infrastructure being developed across Europe," she stated.

Moldova is advancing the EVO Wallet in line with European Digital Identity Wallet standards and contributing to the implementation, testing, and interoperability of digital credentials. As part of the WE BUILD consortium, Moldova collaborates with European partners to validate digital identity credentials and address differences between national implementations. EVO has already successfully tested its digital ID and digital driving license formats with partners from several European countries.

As an EU candidate country, Moldova views digital identity as a critical component of its transition towards European digital infrastructure. Following integration into initiatives like SEPA and "Roam Like at Home," the development of an interoperable digital identity wallet signifies an essential evolution in how citizens verify their identities and share verified information securely. The Moldova eGovernance Agency is responsible for advancing the country's digital public infrastructure and enhancing the transformation of public services.
